Hi Brian,
When I first tried the original Teline (not Teline II) in 2007, I got a fatal error too. I knew how to install a Joomla site, on my own, by then -- even before I joined Joomlart.
Unfortunately, that was no my first experience when I tried the Joomla 1.0,x-Teline QuickStart kit. If I am not mistaken, I got a 404 error too. When I asked question in the forum, I showed a link to a sample Joomla installation I performed, not using a Joomlart template, to thwart the direction that the error might be a lack of understanding of the "QuickStart Installation". Still, I got platitude answers, like I suggested to you in the Forum.:)
It was very frustrating several days because I was not getting the correct analysis of the error message I got. Some bigwigs in the Forum then got annoyed when I shot down some of their suggestions -- mostly dealing with installation errors, in spite of my link to a functional Joomla site.
It took me four (4) fresh installed new sites (including a fresh download of the kit to eliminate fidelity of transmission random errors). I stumbled into the cause of the problem, by serendipity. When I viewed the tutorial of a browser-based installation of another template. I decided to download the said template, and installed it myself. It worked. Long story, there was a single file in the Teline that was not in the template that installed correctly. When I removed that file in the Teline, it worked.
Thie 404 error, and what turned out to be s simple bad file causing the problem was the reason why I always unpack what I download, perform a cursory inspection of the files and directories -- before I upload it. [I don't compress it again, as you inquired. It takes much much longer to upload an uncompressed file, but usually I am doing other stuff -- like or take a break while that is happening.] Similarly, I perform another cursory inspection after the upload, to ensure fidelity of transmission.
